Kipper discovers a magical frog nestled in a puddle at the base of a rainbow, who grants him a series of wishes. However, when the frog reveals that he has a wish of his own, Kipper realizes he needs to figure out how to fulfill his friend's desire while giving up one of his own wishes in the process.
